COVID-19 CLOSURE

We have made the difficult decision to temporarily suspend NOHA office service in order to protect the health and safety of both application participants and employees. In light of the escalating concerns and restrictions aimed at reducing the impact of COVID-19, we have implemented the following changes:

  • The office service will be closed effective March 18th until further notice.
  • Use drop box outside office to turn in paperwork.
  • Please contact staff per email, some staff may be working remotely from home.

Competitive Proposals with subject line labeled PBV Proposal must be sent to the email below by 2:00 pm on Friday, March 23, 2024. Northwest Oregon Housing Authority (NOHA) announces the opening of a new Housing Choice Voucher program waiting list for a new Project Based Voucher (PBV) community.

Merwyn Apartments: Studio and 1 BR units in Astoria, OR-PBV waiting list opens June 16, 2023.

In order to be eligible for assistance in these project-based units, applicants must meet eligibility requirements for the Housing Choice Voucher Program, any additional eligibility requirements approved for the location, and the property’s tenant selection criteria.

Applicants currently on NOHA’s HCV wait list who wish to be placed on a PBV wait list, must submit an updated pre-application. Applicants position on the HCV will not be negatively impacted whether they apply for PBV or not. Make Ready RFQ

NOHA is seeking proposals from qualified firms and/or independent contractors to assist with in Vacant Unit Repair Make/Ready Services. NOHA seeks to develop a pool of qualified contractors to perform vacant unit repair and preparation work. NOHA intends to select multiple contractors to enter into contract pursuant to this solicitation. Upon selection, the contractor will enter into an indefinite quantities contract with NOHA. The goal of this Solicitation is to select the most qualified firms / contractors for placement on a Roster. Each firm / contractor selected for the Roster will sign an Indefinite Quantities Contract for Vacant Unit Repair Make/Ready Services that will not include any specific scope of services. As work assignments arise, NOHA will notify the firm(s) or contractor(s) from the Roster, conduct a job walk and solicit bids based on the scope of work, to be formalized in a Work Order to the Indefinite Quantities Contract.


This solicitation will remain open indefinitely.

The Board of Commissioners for the Northwest Oregon Housing Authority will meet for its regular monthly business meetings on the first Thursday of each month. Meetings are convened at 10:00 am and may be conducted either in person or virtually. Until further notice, all NOHA board meetings will be conducted virtually and the meeting link will be posted at www.nwoha.org at least one (1) business day prior to the scheduled meeting. The Northwest Oregon Housing Authority Housing Choice Voucher program waiting list is open. See the Forms section of this website to download a pre-application. Pre-applications may be submitted by postal mail, fax or email at customercare@nwoha.org. NOHA is not currently issuing vouchers.
