The mission of NOHA is to ensure access to safe, affordable, decent housing for eligible residents of Columbia, Clatsop and Tillamook Counties and to break the poverty cycle by providing opportunity for self-sufficiency.

We have made the difficult decision to temporarily suspend NOHA office service in order to protect the health and safety of both application participants and employees. In light of the escalating concerns and restrictions aimed at reducing the impact of COVID-19, we have implemented the following changes:

  • The office service will be closed effective March 18th until further notice.
  • Use drop box outside office to turn in paperwork.
  • Please contact staff per email, some staff may be working remotely from home.

Make Ready RFQ

NOHA is seeking proposals from qualified firms and/or independent contractors to assist with in Vacant Unit Repair Make/Ready Services. NOHA seeks to develop a pool of qualified contractors to perform vacant unit repair and preparation work. NOHA intends to select multiple contractors to enter into contract pursuant to this solicitation. Upon selection, the contractor will enter into an indefinite quantities contract with NOHA. The goal of this Solicitation is to select the most qualified firms / contractors for placement on a Roster. Each firm / contractor selected for the Roster will sign an Indefinite Quantities Contract for Vacant Unit Repair Make/Ready Services that will not include any specific scope of services.
