Upcoming Waitlist Opening – New Affordable Housing Community at 1596 Exchange St (aka Owens II)
The Northwest Oregon Housing Authority announces the upcoming opening of waitlists for a new 50-unit affordable housing community currently under construction and scheduled for initial lease-up in 2026.
Waitlists Open: Monday, February 2, 2026
Applications will be accepted beginning on that date for multiple unit types, including:
- Project-Based Voucher (PBV) units
- Units referred through Coordinated Entry
- Rent-restricted Low-Income Housing Tax Credit (LIHTC) units
Each unit type will have separate eligibility requirements and application processes, which will be explained when the waitlists open.

At this time, this notice is for planning purposes only. No applications will be accepted before February 2, 2026.
