The Northwest Oregon Housing Authority (NOHA) is now accepting Project-Based Voucher (PBV) preapplications and
Low-Income Housing Tax Credit (LIHTC) applications for a new 50-unit affordable housing community located at
1596 Exchange Street, Astoria, OR 97103 (aka Owens II). Property descriptions and amenities are available here.
PBV preapplications and LIHTC applications are accepted on or after February 2, 2026 only. Preapplications and applications received prior to this date will not be accepted or retained.
Before You Apply – Please Read Carefully
Owens Adair II includes three housing programs, each with its own eligibility requirements and application process. Submitting a
PBV preapplication and/or a LIHTC application do not guarantee housing or placement into a particular unit type. All applicants must
meet LIHTC eligibility requirements, and additional requirements may apply depending on the unit type. All PBV units and LIHTC units
are restricted to households earning at or below 50% Median Family Income (MFI) as shown in the table below.

Housing Programs Available
1. Project-Based Voucher (PBV) Units
PBV units provide rental assistance to eligible households.
- Applicants must be eligible for the Housing Choice Voucher program
- Units are available for households whose income is at or below 50% MFI
- Rental assistance is tied to the unit
- Additional screening and verification are required
How to Apply:
Placement on the PBV waitlist does not constitute eligibility for the Housing Choice Voucher Program
2. Permanent Supportive Housing (PSH) Units
PSH units are reserved for households experiencing or previously experiencing homelessness and include supportive services.
- Units are filled by referral through Coordinated Entry
- Applicants cannot directly apply for PSH units through this website
- Supportive services are provided in partnership with Clatsop Community Action (CCA)
How to Apply:
Please call 503-325-1400 to schedule a Coordinated Entry assessment. CCA completes them on Tuesdays and Thursdays.
For more information or to complete a Shelter and Housing Navigation Request online, please click here. If you have already completed a Coordinated Entry assessment, it is good for a year. You do not need to go to CCA to re-complete the assessment.
3. LIHTC Rent-Restricted Units (No Rental Assistance)
These units are affordable to households within established income limits but do not include rental subsidy.
- Rent is restricted under the LIHTC and Oregon Affordable Housing Tax Credit programs
- Units are available for households whose income is at or below 50% MFI
- Utilities (water, sewer, garbage, electricity) are included in rent

Application Processing & Waitlists
- Applications are ordered by date received. Applications received on the same day are treated consistently in accordance with the Tenant Selection Plan.
- Separate waitlists are maintained based on program requirements and preferences
Applicants determined ineligible will receive written notice and information on appeal rights.
Eligibility Highlights (Summary)

- Household composition rules
- Student eligibility rules under IRS Section 42
- Screening criteria outlined in the Tenant Selection Plan
